8月14日，國務院辦公廳印發關于《全國深化“放管服”改革轉變政府職能電視電話會議重點任務分工方案的通知》。通知中提及，2018年底前將實現統一申報單證、作業系統、風險研判、指令下達、現場執法，實現進出口整體通關時間壓縮三分之一，五年內壓縮一半。同時，力爭在2019年底前將“單一窗口”功能全部覆蓋到海關特殊監管區域和跨境電子商務綜合試驗區。此外，通知中要求繼續進一步降低物流成本，預計全年降低物流成本120多億元。
